What should be done if the addressee of a VP article reports fraud on the part of sender?

If a complaint is made by the addressee of fraud on the part of the sender of a V.P article of which delivery has been taken, postmaster should report the matter to the Divisional Superintendent and stop issue of the M.O and credit the amount to UCR or if the M.O has been issued , detain it in his office
